The approval follows a comprehensive regulatory review process that began when Starlink submitted its application in April 2024.
The Lesotho Communications Authority (LCA) has granted Starlink Lesotho (Pty) Ltd a licence to operate satellite internet services in the country, marking a historic advancement in Lesotho’s telecommunications landscape.
Starlink Lesotho historic approval
In a statement released on Tuesday, the LCA announced that its board of directors has approved Starlink’s application to provide satellite internet services throughout Lesotho. The licence will be valid for 10 years.
“This landmark decision marks a significant step forward in the country’s digital transformation and underscores the Authority’s unwavering commitment to enabling a competitive, transparent, and forward-looking communications sector that fuels economic growth and fosters innovation,” the LCA stated.

Starlink Lesotho regulatory process
The approval follows a comprehensive regulatory review process that began when Starlink submitted its application in April 2024.
At that time, the LCA recognised that its existing licensing framework needed updates to accommodate low-earth orbit satellite technology.
The LCA conducted extensive public consultations as part of this process, inviting stakeholders who submitted comments to participate in in-person engagements.
Following these discussions, the revised regulatory framework was officially gazetted on January 31, 2025, allowing Starlink’s application to move forward.

Public consultation
A second phase of public consultations concluded on March 20, 2025.
The LCA shared all received comments with Starlink Lesotho, which provided responses to each submission. The Authority subsequently compiled a comprehensive report for the board’s final deliberation.
With the licence now approved, the LCA will finalise the specific terms and conditions under which Starlink will operate in Lesotho.
This will bring satellite internet service to individuals and businesses across the nation.
